I can see both sides of it, I understand there are a lot of pro-pk people, some put a lot of money in, some don't. But from Andy's perspective he will see a number of pve players who have put money in then quit because they feel harassed by pk
It's like fishermen catching too many fish then complaining that there's no fish left, then complaining again when restrictions on how much fish they can catch get introduced.
The community has had plenty opportunity to regulate itself, and be reasonable, but it's all been spoiled by a small handful of players who relentlessly hunt down players who have no desire to be involved in pvp. It doesn't have to black and white, nobody is saying don't pk. But when I see valued members of the community who have put a lot of time and money in abandoning the game because some individuals are determined to ruin their experience, that's not self regulation at all, that's just bullying.
At the end of the day, there's no perfect solution one-size-fits-all answer to make everyone happy, but the changes have been made with the intention to reduce that kind of behaviour. It's unfortunately gone too far and is negatively affecting a lot more people than deserve it, so I definitely think some adjustments are needed which I do hope GM is looking into closely.
That said, if the finger needs pointed at anyone for sending the server in this direction, it's the people who gain pleasure from ruining other people's fun. If pkers fight other pkers then none of this would happen, nobody wants to discourage that. And the occasional pk on someone you find while out hunting, fair enough. But that's not what happens. It's the relentless harassment of pve players that's the problem. The people I'm talking about know who they are. They are the ones to blame here. The over-fishers.
