The REAL problem is,
Before dragons broke up & horde was created power was pretty evenly balanced roughly 40% imms 30% dragons 30% doom
When horde absorbed most of dragons that balance of power is now imm/horde 70% & FB/Doom 30%
Additionally every tactician is on the imm/horde side, principally this is your biggest problem.

I know everyone says they done tests and they all contradict each other, I did it with a 161 Wizz as a 172 warrior and i felt it was BS how much he could take from TDB/FS but with Fire Frenzy i killed him in like 4-5 hits but that also is pointless when there's ubber fire resit out there which he didnt have on his low itemish kit. So my question is has the GMs actually tested this themselves instead of everyone saying they did there own test blah blah blah, i also hear PDR wizz stating they do very little damage with kit on which i find interesting when they still knock my almost 12000 HP with fire res helm boots ect down in 2-3 hits.
I respect the build and effort it takes to make it, cudos to you and good thinking. All im saying is instead of all this back and forth has this actually been tested by GMs with several types of kit builds and have they confirmed YES this was our intention and this is the way its going to be? I think it would be far less dramatic and accepted and we can move on if there was a solid answer.
Also if there is no PDR changes maybe cap resist? if a wizz wants to stack PDR from wars then he should be paper against a stacked MC wizz hitting him with COP and high FD. Kinda a double edge sword scenario. This also affects other classes obviously not just wizz if there capped.
