Where is the Old Map 4 NPC?

Don't know if thats a troll video or you're geniunely seeking for help but here:
Press Q, locate map part4 quest, see the NPC coords then go there speak to the npc.

i think 4th map npc asks for call of phoenix page if you're a wizard and is on oma cave 1st on bottom left
 
I was able to see page four quest on the quest list once I became lvl 113. Perhaps there’s a lvl minimum to be able to get onto Skull Island?

Yes, i advise being atleast 125+ before unlocking skull island, i was just about to say that there is a lvl requirement for certain quests
