Its a skill that allows you to essentially teleport a wizz, if you move your cursor to where you want to teleport too ( within screen diameter) it should work.
Worth pointing out its not available on all maps tho, usually the ones where RT or tele ring is disabled. check on the map function (press M) before you try and use it for an escape only for it to fail!
