Nurture - "Increases retame time at max skill level" ?

Does it? I levelled Nurture to max and it doesnt seem to make any difference to the max time permitted for retaming.

Scorp can you advise?

My guess is that 'max skill level' refers to level 4 that isn't available yet. But would be nice to see some insight from the man at the top!
