Elysian City Recall issue?

I have someone trying to recall me to Elysian City but says to the recaller that this can only be accessed by the most loyal?

Whats gone wrong?

I wasn’t 100% you could recall to there. Just recall to the cave door the leads there?

Yep you need to recall just inside that cave door, and then run out and take a few steps towards the city where you will unlock the portal
