where is the different between Arcadia and Project69?
and which server would be better to start as new player?

Welcome.

This is difficult to answer - they are simply different servers, Arcadia was a spin off from Project69 back in 2013. I would say Arcadia is much more organised and up to date. Don't bother with Project69 unless you played it in the past and want to play it again, you will have a much better experience on Arcadia..
