If I remember rightly, it's linked to the Heroes quest completion flag. Completing the heroes quest allows direct access, same for Mutant Mines(?).

You need to have a bow, equipped and a quiver of arrows. Requires the AimedShot skill and you can use it two ways - either assign it to your F keys and use it that way, or once you have it unlocked...
