Why not have an open pvp map like last man standing, and rank the castles based on tiers of who gets the most kills. Remove body drop, Disable scrolls. Disable ally mode.
Whatever guild gets the most kills get the castle.
I dont pvp in this game due to shitty lag but I'm in the top 50 on guldwars 2 in spvp and in one of the top guilds in WvW. This is basically how both work. Most kills wins. Not how many people are in an area.

Winning the castles is a byproduct at best, there's very little to be gained from owning them. Most people who attend wars are there hoping for body drops from their enemies, so removing drops would turn more people off than on. GM made one castle available to pve players via arena

The day allys are removed from attending the wars is the day ill be back to claim my title as “highest level warr in spirit” throne, and you all know there aint no party like a big Chen party, its red panty night when chen chen shows up and throws down, cutting the rug up like i got iceskates on in the house. 
I get that, but it would be difficult to disable scrolls and have a killed based system with body drops on. At least I would think. It would be to easy to game this type of system if scrolls were enabled. Or count tt'ing as a kill for the enemy?
But that being said, thats how most other multi player pvp systems work. Mir is unique in the body drop department.
In world vs world in guildwars 2 is 60 v 60 v 60 three way for alliance teams. Each kill generates a point of war score, and alliances move up or down a tier based on total war score over the week.

With that in mind, it's why I like the sabuk points system. I think declarations should be removed and every Sunday, every guild level 30 or above is automatically enrolled. No timer, just first to 50k points gets it.
Could potentially trial a similar system for one of the other castles too, maybe BW would be a good candidate.
I'd petition to at least keep arcane and tristam as they are though, for people who enjoy wars the way they are now, those two are where the most fun is

Here's what I think.. pvp is not top of the agenda for content release because the way the Dev team see it is that all these updates have been added already in the past and have been proven to work. Wars on Arcadia have been fun, engaging and very successful in years gone by. Any changes will just be an attempt to adapt to a lop-sided stalemate which we, the community, have created.
The alliance thing is useful for the ally chat for example, but the fact is Noto, Templar & Legacy are moaning about what they've created. Brolly has paid $ for so many chars he pimps them out to people for wars who do not even regularly play, too, and all together it has created this situation where you are all desperate for Immortals to put in our effort to make it engaging again, for you. Well it isn't happening! If you like pvp so much then you should do something about it, such as break your own alliance and encourage a pvp environment. Until you all realise this, we will continue to pick and choose our battles and leave you to it.
The game does not have to be toxic to engage in pvp battles, you just have to be brave enough to accept you might not win every single boss, dominate every single event KR, dominate every single caslte. If you like the game easy & boring then continue with what you are doing.

Honestly, I usually don't check the forums my account shared with others since i dont play much nowdays , but this post was too irritating to ignore. First off, regarding the claim that "no one likes Legacy," it's clear you're only speaking for yourself, fueled by jealousy and hatred. As an old player who has always been part of Legacy and still plays from time to time, I can confidently say that Legacy has always been a great guild, respected and liked by many since 2016 .
The only people who seem to dislike Legacy are its enemies, specifically the Immortals, as far as I know. It's ironic that someone from an allied guild would try to provoke Legacy by seeking help from their own enemies. This behavior is nothing but cowardly.
If we're talking about the most hated guilds, it's not Legacy but the Immortals. No one wants to ally with them because they are known for being toxic and hypocritical. In contrast, Legacy is allied with many other guilds and maintains friendly relations with all PvE guilds. How can you claim "no one likes Legacy" when it's allied with most other guilds? It would make more sense if you said Immortals are disliked, but your words seem driven by madness and baseless jealousy.
Regarding Ammar, he's an old mate who can be a bit toxic when defending himself and his people against other toxic players. However, he's always been a good friend and a solid PvPer. Having been both his enemy and his ally, I can confidently say he's a skilled player who doesn't need anyone. I used to duo with him back in P69, and his abilities speak for themselves.
As for the claim that "we could easily get rid of you, we don’t need or want you," it's absurd. Ammar has been the one always leads the guilds , and it's clear that many rely on his leadership. How can you say you could "get rid of" someone who has consistently led and contributed to the guild's success? It's obvious that his leadership is valued and needed, and without it, guild u at wouldn’t be where it is today. Such a claim only reveals your own frustration and baseless arrogance.
Apologies for the late reply, but this post was incredibly irritating. It's clear that the players attacking here are all from the same enemy guild, filled with hatred and jealousy. They can do nothing but twist words to attack someone who is one of the top players in this game, while contributing nothing but baseless accusations.

They alliance function can / should be used but outside of wars, the way i see it a castle is about the biggest thing a guild can have in regards to bringing in passive revenue which in turn in used for guild sheilds such as crit strike, exp, resistances etc etc which are a big factor in kits, the way i see it is if a guild want these attributes they alone should have to work for them and not rely on 80% of the server to help them get it.
You are absolutely right in what you say with regards to why wars are the way they are at the moment… its been this way for years now and i stand on what i said previously when immortals done the same thing, its chicken behaviour and the only reason i helped imms is because no one else did and i may be alot of things but i like to think im fair, there are 3 main guilds and 1 of them ( brollys guild ) seems to just side with whichever guild is stronger at the time… wont be long now notor / legacy have un allied that brolly will be pming pookies for a new alliance, then the tables will turn and we will be back to square one so just remove the ability to have alliances helping at wars, i have no clue how this would be coded or work but im sure in doing this it will re ignite the war situation and maybe even have a few more guilds turning up for wars, personally i think Thelegends even though a pve guild would wipe the floor with the opposing guilds if they really wanted too.

I'm not in immortals and I can confirm ammar is by a long margin the number 1 most toxic player in the game night now. The fact that the majority of his forum posts get removed says a lot. He barges in to sensible debate and throws insults around in every direction, he blurs the lines between game and real life, tells straight up lies, and makes exactly zero useful contribution to any conversation. Nobody actually likes him at all, the only people who pretend to are those who benefit from his pvp skills.

Im sorry but how am I more toxic then ammar? I speak to and help out so many people in game from all different guilds, even enemy guild and new players. Just because I don't ally everyone means we are the worst guild? People ask for ally all the time and i say no. We are only allied TheLegends because we have nothing but respect for them, they are all decent people. Who in Immortals is actually toxic please? Who sits in town abusing people?
